Paralegal (FOIA) – Contractor Support (6-month Support Position)

Background
The United States International Trade Commission (USITC or Commission) is an independent, quasi-judicial Federal agency with broad investigative responsibilities related to international trade. The Commission investigates the effects of dumped and subsidized imports on domestic industries, conducts global safeguard investigations, adjudicates cases involving alleged infringement of U.S. intellectual property rights by imported goods, and serves as a federal resource for trade data and trade policy–related analysis.
Position Purpose
The Paralegal (FOIA) provides contractor support services to perform and facilitate work involving the Commission’s Freedom of Information Act (FOIA) and Privacy Act (PA) programs. The incumbent provides legal, analytical, and administrative support to assist the Office of the Secretary in processing FOIA/PA requests and reducing the FOIA backlog.
The Paralegal works closely with the FOIA Liaison, Supervisory Hearings and Information Officer, Chief FOIA Officer, and supporting staff within the Office of the Secretary.

This position is located in the Office of Administrative Services, Office of the Secretary, United States International Trade Commission, Washington, DC.
Duties and Responsibilities
The Paralegal (FOIA) provides a wide range of legal review and support services related to FOIA and the Privacy Act, including but not limited to:
- Must demonstrate experience in_ redaction and Freedom Act (FOIA) support_. Additionally, the candidate must be available to perform during the duty hours required during the dayReviewing Freedom of Information Act (FOIA) and Privacy Act (PA) requests, including requests involving sensitive or complex matters.
- Reviewing voluminous records to identify responsive and nonresponsive records in accordance with established procedures.
- Organizing, indexing, and managing responsive and nonresponsive records to support FOIA processing.
- Applying relevant FOIA exemptions and privileges to responsive records and performing redactions consistent with FOIA statute, applicable regulations, and relevant case law.
- Utilizing redaction and FOIA management tools (e.g., Adobe Acrobat and FOIA tracking systems).
- Coordinating with Office of the Secretary staff to finalize documents for release.
- Providing weekly status updates on assigned cases, projects, or backlog reduction efforts, or as otherwise directed by the FOIA management team.
Qualifications
The prospective candidate must meet the following requirements:
- Paralegal Certificate from an accredited program or Juris Doctor (J.D.) from an American Bar Association–accredited law school.
- Demonstrated experience in document review.
- Prior experience and working knowledge of FOIA and Privacy Act policies, laws, rules, and regulations.
- Strong written and oral communication skills.
- Ability to analyze complex legal and factual issues.
- Experience working collaboratively and productively in a team environment.
- Proficiency with document review and redaction tools (e.g., Adobe Acrobat, FOIA management software).
- Strong organizational skills, sound professional judgment, and demonstrated initiative.
- Ability to complete assignments independently, accurately, and within required timeframes.

Telework
Services are primarily performed at USITC premises. Authorized telework must be scheduled in advance and approved by the Contracting Officer’s Representative (COR) or Alternate COR in consultation with the Task Manager or Alternate Task Manager and Windsor Group LLC.
Any unscheduled telework requests must be submitted during normal business hours (8:45 a.m. to 5:15 p.m., Monday–Friday) at least one business day prior to the requested telework date.
